A bit difficult to compare as Sekaiichi Kawaii only has 1 chapter translated as of writing this. But judging from that, they both seem similar to me, as light-hearted, yuri manga in a school-setting with a rather fast pacing. Already in the first chapter of Sekaiichi Kawaii you could see that this will go past normal friendship, I feel.

Pretty much the same kind of manga. SoL / Comedy / Romance, newlywed-couple, drama-less. If you like one you probably will like the other too. Okusama wa Niizuma-chan is less innocent, not focusing on sexual issues at all (so far at least)
