While most comparisons between Penguindrum and Monogatari are among Bakemonogatari, I feel like Nisemonogatari is even closer to Mawaru Penguindrum in that regard. The most obvious part being the focus on sibling relationships, weird fetishitic scenes and a liminal aesthetic. Both also some of the most WTF scenes of all anime.

Both have the premise of a person who travels to the past to meet their family and the different bizarre ocurrences that happen because of that. Both also have a similar style of dry humor, witty heavy dialogue and slaptick comedy. (copied from my AniDB recommendation)

Two absurdist romantic comedy anime where the focus is on time travel and the different paradoxes it could create. Time travel here works in a similar way as well, as there is just one single timeline where the different mysteries presented are basically created by the other travels to the past. Animation style is also experimental in both, the biggest similarity being the use of real-life imagery. Heck, they're both charming comedies that you shouldn't miss if you like quirky romcoms. If you're into dialogue driven stories, go check the other anime. Both are very heavy in dialogue, mostly about philosophical debates that, while they have little to nothing to do with the story, can delve in depth with Japanese mythology and wordplay. Really, both have a lot of wordplay and playing with Japanese Kanji. They are also supernatural mysteries as well about creatures that haunt people, although Mouryou no Hako only focuses in Mouryou, Monogatari series focuses on several creatures.

Both are stories that focus on unresolved trauma and how tragedies of the past influence the current generations. I like the fact that none of the characters in either are artificially made to make them likable (or unlikable) but rather that act like humans in front of adversity. Both are also stories of loss and the meaning of true love further than the romantic type of love. Finally, if you love unconventional animation, you'd love how both are directed.

Both are fairly apparently mundane anime that explain new spectators what is the anime about, leaving the viewer not only with a good and engaging story but knowing something new. I didn't know much about Volleyball or Food processing but these anime explained their concepts masterfully. They also feature a great character development as well and are pretty motivational.

Both are anime that let me in awe on how drama is developed in the series. The characters, albeit a bit sterotyped, feel realistic and human, especially their struggles and moments of joy. Not to tell both are excellent coming of age stories featuring a protagonist who initially had no ambition who turn into a passionate person by the end.

Both are divided in several short arcs, and lastly, both give a hopeful message in the conclusion of each arc.
