It's quite shocking how the quality of the first part of the first season differs from the second part. Some scenes have really bad animation out of nowhere, and it's unclear what happened there.
I gave the first season a solid 7. I think this season also deserves a 7, but not as much as the first. Some explanations about the characters become repetitive and take away from the excitement of the fight. Additionally, the fights don't have the same magic as the first part, except for the Kaolan and the last Fang fight.

The animation of Kengan Ashura has something peculiar about it. The creators opted to switch between 2D animation and CG during fight scenes. However, this description is misleading because in most dialogue scenes, they still use the CG animation. I would have preferred if they had chosen one or the other. Nevertheless, the CG animation during fight scenes made them appear more realistic, and for the crazy moves they wanted to showcase, it was the best option. Horimiya's first season was ok in my opinion, the problem is I did not find the characters to be that interesting but the history developed in such a way that kept me going, the taboo in Japan about tattoo piercings he having to hide all that to not scare people around him, you get the feeling of how hard it would be to a person like him to fit in a group or to have a girlfriend. On top of that, we have the whole cast having trouble in their relationships and that kept the history interesting.

Rosario to vampire to my surprise was quite fun to read, I was expecting a very boring harem manga with nothing special about it, and that's exactly what Rosario is.
So you ask: "Why 7 then?" I'm no critic or reviewer so my rating or almost all of my ratings tell how much fun did I have with the media and being one of the first manga that I ever read I can say that this one despite being not that good still can get you entertained throughout the 10 volumes.
