they both use anthropomorphic representations of countries for humorous purposes.

Manga: Houkago no Charisma
Both involve the anthropomorphisation of historical figures or countries into a manga style. They both contain jokes and references pertaining to the histories of their characters. Afterschool Charisma is a much more serious manga than Hetalia, and is, in my opinion, the better of the two, but I think anyone who has an interest or knowledge of history will enjoy both.

Manga: Upotte!!
Both contain the humanization of inanimate objects - or, in Hetalia's case, of countries. Both contain fan service abound (Hetalia's is geared more toward women, in theory, whereas Upotte!! has fan service painful obviously aimed toward men). They also rely on jokes about the characters' origins; in Hetalia it's a country's stereotypes and in Upotte, it's jokes about a gun's capability.

Manga: Waga Tousou
Both are based on historical facts. Waga Tousou however is a more serious manga than HAP.

Manga: Honey & Honey: Onnanoko Doushi no Love Couple
You can learn something about the world (whether history or homosexuals) while laughing at the hilarious comedy. Both are comic-structured and has a good art in their own sense. Hetalia Axis Powers is more popular and should be seen as biographical/nonfiction [because these are personified countries], while Honey & Honey is award-winning as well autobiographical (mangaka is in the lady-lady relationship she draws).

Manga: Aron's Absurd Armada
Both are 4-koma gag comedies that have hilarious and lovable characters, random yet interesting plotlines, and adorable art. Both are very entertaining reads :)
