Once upon a time I asked the same question this is what I got which seems closer to Hyouka's theme.
Beautiful Bones -Sakurako's Investigation- (Mystery, SoL, No Romance)

and as per Hyouka's recommendations Gosick and Haruhi Suzumiya are somewhat similar too. Gosick is Historical themed mystery with Drama and Romance. Suzumiya is kinda Sci-fi/Supernatural type and Comedy.

Ye sakurako san is the closer you can get to hyouka imo

I have one but it's not similar to hyouka that much but I got this anime name from similar anime to hyouka from animixplay,the name of the anime is kokoro connect, it's not that similar but it's pretty good anime and worth giving a try

OP should try all the recommended shows in the page, like OreGairu and Suzumiya Haruhi.

Btw I suggest you to read the novel of Kotenbu Series. It is very different, compared to Hyouka, and there are 2 volumes not adapted.

some one says start from volume 4 someone says start from volume 5 . i don't know anime covered whole volumes or ignore some of them.

hyouka is really unique and beautiful

it's really just best for us to search for different genres of art than to wane on the same gem because you can't replicate this one
