I started watching this after watching Kai and after the first episode it is clear that this is filler. I wanted to ask if all the episodes are like the 1st episode and this whole OVA is a filler?

iirc the episodes 1 and 5 are filler while 2-4 make up a pretty enthralling story

It's not filler, it's an OVA side story. Filler would be in the middle of the anime.

Episode one and five do not add much to the story while episode two-four act as a continuation of Kai’s finale.
