Both are really funny at the beggining and throughout the series. But they both make you feel sad at the end. But Ouran isn't as sad at the end as Angel Beats! is.
Both of these show have a similar type of comedy. They are both mainly character driven, with characters that are either stereotypes or brake the stereotype. While Angel beats is on the heaver side, there are episodes of both shows where it is just fun being with the characters.
Both have an overload of characters, but to make up for that, they actually are lovable, and the humor is solid.
Oh, and both make you cry in the end, but for different reasons. Ouran because it ended, Angel Beats because it was sad.

Both focus on a school setting with a ya cast and their antics around the school as well too and nice art and animation.
