Both involve politics and the ethical obligations of people in positions of power. Both have very large amounts of dialogue and not a lot of movement on the screen.
Both shows are set in a futuristic setting and involve a character who is adept at politics and military matters. Both characters are wrapped in a larger political struggle but are usually in control of it.
