Both have dark futuristic setting, similar artstyle. Both revolves around terrorism and riots. A good amount of action and drama is present too.
Both are action dramas that deal with the police struggling against underground civilian forces after a major war.

Both are well paced and mature action dramas, that has a lot of focus on government and terrorism. Also they both are very violent and gore shows.

Both feature high detail 90's style animation, fantastic soundtrack, unique atmosphere, and deeper psychological plots than normal movies.
