Both are oldschool movies with esp thematics. Some sort of secret organization create people with esp abilities. Battles between espers, monsters and deciding the fate of mankind.

Ai City is very much proto-Akira and probably influenced Akira in some places. They even share the voice actress for most important female characters (Kei and K2), animators (like Shinya Ohira) and production companies (Magic Bus and Trans Arts Co).
Ai City is a furious chase through a cyberpunk city with lots of trippy imagery. What it lacks in music it makes up for with dazzling colors and an even more incomprehensible storyline, although it does have an more conclusive ending.
