I am not sure if I can really link those two with something as precise as similiar characters but I for one enjoyed Toradora as much as I enjoyed Sukitte Ii na yo.
They are both romance anime, both female leads are kind of misunderstood even if it's not in the same way and are both wonderful people once you get to know them. The male leads have both very unique characters and both anime make you feel that little tingly feeling that makes you want to burst whenever something good happens.

Both are shoujo anime about a cute love story. Both male characters have nice and helpful personalities, and the female characters are both misunderstood people.
Both are about a tsundere girl and, despite the difference in the amount of episodes, are similiar in character development.
Say I Love You is similar yet very different than Toradora. Both anime follow a building relationship between the two main characters. If you are looking for a good rom-com, I would totally recommend Toradora!!

Both rom-coms based on misunderstandings between the main male and female characters.
They both come across light-hearted at funny while also tackling deeper topics (e.g. trust in relationships).
Overall they're both just really cute romances.
Girl is somewhat isolated and aloof from rest of classmates at school.
Both high school dramas.
In Sukitte Ii na yo only the female protagonist is an outcast and misunderstood while both male and female protagonsits are weirdos in Toradora.
Both female protagonists very shy and timid when it comes to pronouncing romantic feelings. Tons of awkward moments but the payoff is great. The greatest similarity is the female protagonist who is initially very lonely and misunderstood with the male protagonist becoming their key to happiness.
Both shows are pretty different, but have similar vibes.
Sukitte Ii na yo is similar to Toradora because both follow a group of high schoolers who are just getting to know what love is all about.
Of course, we have the tsundere female lead, (in)famous male lead (one is beloved and the other is feared, for no reason), their friend group, the popular model who has a change of heart, etcetera. But what matters most, they both really tap into the lives of teenagers, stuff they go through, and their journeys to understanding love.

These two are love triangles that revolves around a cast of high schoolers who have similar roles such as a male who is cool and respectful and a female mc who misunderstood people.
