The female protagonist of both series are very mysterious and are similar in terms of character and the way they talk.
Both series contain the concept of a sort of contract in return of something else, and have a very dark and mysterious atmosphere.

In both anime, people in distress ask a mysterious dark haired girl for help and she fulfills their wishes in a supernatural way. Although Chocolat no Mahou is not as dark as Hell Girl, you can see that each story has its own moral. Besides that, both main characters have some tragic backstory that explain why they got those supernatural powers.
Both featuresimilar character designs, have basically the same mysterious-beautiful-wish-granting-main character, the episodes are mostly One-Shots - even though both decided to add story-elements for their charcters later in the series - and there are some storys both shows did. Also both deal with the idea of wishes and vengeance of teens, even though Jigoku Shoujo focuses more on consequences of actions whereas Chocolat looks more at intentions. Both are rather black and white with their morals.
Both focus around wish granting from a strange girl with a past that isn’t really well shall we say the most pleaseant so to speak and the consequences of the wishes from the customers that seek their services as well too.
