Are you focusing on the Profile Picture or the Forums Avatar?
If it is the profile picture, like you've said in the title, then you should only give it time. Do the following: After approximately 10 minutes of upload, go on your profile page and refresh the page. If the new profile picture will display after the refresh, it means that it is set.
If, however, it won't change for some reason, try changing the image's file format (jpg, png, etc.)
You can change it in GIMP, or any image manipulating/editing program of your choice. After doing so, try uploading that image and repeat the process with refreshing the page.
