How I organize my list:
Watching: Things I'm watching imminently or things I can finish quickly.
On-hold: Things I don't have time for right now or I KNOW that I want to watch.
Plan-to-Watch: Things that haven't been released or series which looked interesting at first glance, but I don't know enough to have a proper opinion.
As for why I don't put everything in plan-to-watch. I know that the Total Anime section cannot be displayed when you have more than 1500 Anime. I think if my plan-to-watch list gets above 1500 I'd have the same problem. So I spread it out.
