I probably should've mentioned this in the "spoiler" for this story, but humans in the story don't yet actually have the power to control weather. She literally works for God in the Heaven Weather Facility, which is the department that controls weather on Heaven. But yeah, she can't actually predict anything, it's all by accident, weird coincidences.
