Hey there! I saw your question in the license announcements thread. I regularly check the database for entries for newly announced upcoming anime, so I can tell you this much:

New anime are announced sporadically. Sometimes months or more than a year before they air, and sometimes only a few weeks before they air. If I were you I would keep an eye on the forums for the Kingdom manga or first two anime seasons, especially in the News Tab for their database entries. News Discussion forum posts related to a new season of Kingdom should eventually show up linked there.

Alternately, you could check out this club. I am one of the mods. My comod Shey and I make an effort to add as many Not Yet Aired titles to the anime relations as possible, whenever we find them. If Kingdom ever does get a third season, it'll get added as soon as one of us two is aware of its database entry.

I'm trying to complete monster so I can start gintama, and I also have some anime that came out last year that I still haven't completed yet. Thank god the winter season isn't that good. So I don't have many new series watching this year atm.
