It is open to interpretation, literally speaking a mahou shoujo (魔法少女) is a magical girl (emphasis on young female) while a witch (魔女) is an adult magic user. Serena Tsukino was still considered a magical girl even when she reached high school, but modern mahou shoujo seems to never reach that age.

In my personal opinion it is not since the world of witches from witchcraft works seem firmly rooted in the adult world, while the world of magical girls lies in a substrate with quite arbitrary rules (where being an adult means a damn).

I wouldn't say it is, no.
I mean there really are plenty of mahou shoujo that are witches, but mahou shoujo anime have to have the whole "magical girl thing doing magical things" as a prime fundamental of the show, while in WCW, this fundamental is switched specifically with witches rather than magical girl witches.
