This is the formal dress Minato wore in Episode 4 (Akane-iro).... I apologize if this is off topic, or noobish or anything, I've been on mal for a bit, but only recently starting using it for anything besides looking up anime reviews.

You can try Cosplayfu, CosplayHouse, Hello Cosplay.
or maybe try going to the mall/ departments stores in general you might be able to find something similar. Oh and don't be afraid to try the goodwill.
