Regarding the Blood franchise as a whole, this series doesn't seem to be following the concept or making much sense. At least with Blood+ there are some similarities to the movie and even more to the manga.
As example: BLTV’s manga was made 2 years after the movie and is actually a sequel to the original movie. In the manga it is revealed that Saya was given the last name Otonashi so she could go to a school to hunt down Chiropterans. There’s this also a girl that looks exactly like Saya named Maya. She’s evil and is in charge of this kind of gang. Also one of her henchmen is also a chiropteran, well more like a Chevalier since he has a human form. The manga also reveals that she was used for experiments and has been alive o over a hundred years.
If you add Blood the last vampire + it's manga(minus the yuri sex scene lol) + romanace, a back ground story, concept and some character development...you'll probably end up with something a lot like blood plus.
However I don't get the point of making a new series in the Blood franchise if everything that makes the franchise for what it is taken out.
There's no Red Shield. No one seems to even care about the missing people too much which makes it very unrealistic. We've only seen one police officer and he's not doing such a great job lol. Everyone in the town seems stupid. They never run away from danger. In fact in episode 6, it was really pathetic how most of the people literally walked outside when seeing the monster instead of trying to get away from it.
There are no Chiropteran at all. Chiropterans are based off of bats, which makes sense since this happens to be a series about vampires.

Both BTLV and Blood+ had those monsters and Blood+ even gave a background story to them. In BTLV, Saya is said to be the last remaining original. However in the manga(which is based 25 years after the movie) it is revealed that Saya has a twin. Which is most likely why Diva exist in Blood+. In Blood-C they pretty much just made up monsters that make no sense. Seriously? A train monster? And even in episode 5 when Saya was fighting in that playground, I thought they at least stuck with the idea of the monsters having a human form, but it turned out 2 be an eyeball monster....thing. ._.
This Saya is really dumb. Her only reason for fighting is because her father tells her to. She is clumsy and isn't much of a good fighter either. She has trouble slicing her opponents in half even though both of the two first Saya's did it with ease.

I also don't think it was a smart idea at all to add this series to the Blood Franchise. It should just be a series itself. If they wanted to add more things to the Blood Franchise they should of just kept with the ideas they already had. I wouldn't mind seeing another Blood: The last vampire movie. I would probably enjoy it as much as I did with the first one. I would actually also want to see the anime version of the Blood+ manga. That would be an enjoyable 12 episodes. However, I wouldn't want to see an anime version of the BTLV manga because it's more like a poorly drawn, sad doujinshi than an actual manga. Nor would I want to see an anime version of the other two Blood+ manga's, but that's just me.
The point I'm trying to make is that they shouldn't make any more series for the Blood Franchise is they don't connect to the other series at all. It takes more than drawing a good looking girl with black hair named Saya that carries a sword and fights monsters.
