It’s a monthly release I think. And only legal way is to buy volumes.

So, if you want to read online, here is the original Japanese version: https://web-ace.jp/youngaceup/contents/1000183/

As for English version, you can download it from nyaa(you can search it for yourself) on the computer. Or, you can just buy the actual books from https://yenpress.com/series/the-summer-hikaru-died or other platforms like Amazon and whatever.

Check your local library! Also if they don't have it, you can usually request items on their website
