Is it really necessary to have another remake of East Blue saga when the remake had already done with this special episode? I think the animation in this special episode was nicely done and bring the nostalgic feeling when we first watch the East Blue saga. Besides, the pacing was quite good too. So why did they want to make another new remake?

Well this is moreso just a recap with updated animation, whereas The One Piece is gonna be a full-on remake. Another similar example of this is Rurouni Kenshin's "New Kyoto" from 2011 vs. Rurouni Kenshin 2023
