Just finished episode 19 the main theme have been the same since
season 1

Why din't toei animation chance the main theme(moonlight densentsu)??

Don't worry they change it in Sailor Stars :))

The main theme? You mean the OP?
It depends, are you watching the Dub version? I believe they never changed the OP/ED until Stars.
If you are watching Subs then it does change, well sort of.
The visuals do change (2-3 per season) around mid season every time, so after Episode 34 you should see a difference.
