and if is true, then why the author not return after 2 years on break

From what I could find, he started working on a new WN series in January of the year that the last volume of Shield Hero was published. It's currently up to 216 chapters.

I can't find confirmation, nor denial of him being done with Shield Hero.

Volume 23 is supposedly already done as well as several other volumes but kadokawa wanted to wait for the anime to come back to release them.
