Little question about the whole destruction thing...

Why did Edo get dilapidated exactly? Isn't the plague just a biological weapon that makes the victim die of old age? then why did edo basically exploded?

I know that there was thugs taking advantage and all, and a abandoned city still can suffer from degradation but, considering there wasn't any major threat on the horizon other than the disease, for the city to look like it hosted WW3 its kinda weird... (Remembering that the Enmi, according to Gintoki, was just watching Edo getting destroyed and didn't take any action)

Speaking of that scene, the terminal was exploding on the background while "infected Gintoki" was watching Edo... What really happened there? Amantos invading? the thugs? Colonel Sander-Shinsuke?

Maybe I missed something... Thanks/
