Basically, it's the 6 BD special chapters + a new side story, aptly named Elemental Festa, probably so you don't have to go looking for the BD. Oh, and new illustrations.

It does. But I'd wait until after the current arc is over, which happens to also be the final arc of the series, so they can fully adapt this without waiting for the series to finish.
