Does anyone know when this special will be subbed?

It was first released in 2013 but there is no place where it can be watched RAW or with English sub. Does anyone know perhaps when this will be subbed or available for viewing? I wonder if I haven't been searching the Internet hard enough, so if you have seen it let me know, because then at least I know it exists somewhere.
