Every Index and Railgun season were 1-2 years apart.It isnt like 5 years passed with nothing at all.
I can't find a source reliable enough for everyone to believe, not right now, but as far as I remember a few weeks ago, about the time the last volume of Index NT was released the director of Index/Railgun said that they will put on hold the franchise for a while but they will be back sometime in the future. I'll try to find something more convincing, but by the time I will find it this topic will be long dead so most likely I will pm you.
If you're surfing at 2ch/yotsuba or other big community related to anime and manga you probably can guess most of the time those news for unknown source are true at the end, but it's you choice to believe it or not, of course.

I don't really need a source for this since it does sound reasonable and makes sense, if you think about it. Both the Index novels and the Railgun manga volumes are selling well, and even the Horizon novels are rather well-received given their individual length.
Now, focusing on shitty novels or vastly inferior products instead of giving Index some more love is in *my* book a huge pile of horseshit.
