What's the deal with Chapter '0'?

Ok, I've done a thread like this before for another series, but as I was about to start this one, I found another chapter 0.

Death Note has a separate entry for it's chapter 0, why is it that other series don't?

Why does Negima!? Neo have a chapter 0 in the first place, is it a part of the manga series, do I count it as a part of the chapter count when I count up how many I've read on my mangalist?
