Solo Leveling Ragnarok??

Because it's a WebNovel, and therefore isn't considered as a professional work of Novelization by MAL (it'll be once it gets a physical copy in Korea).

They aren't too weird when you think about it.

Absolutely everyone can write a Novel, and publish it online for free (hence the name of "WebNovel"). Allowing such works into the database would only flood it with countless works, which can not really be considered professional. Thus, MAL has drawn the line to works published by professional known companies, so that it limit the scope of the database to works who underwent all the processus of publication. It makes the database easier to manage, while keeping a safe foundation, and can also be advertised as a true database, and not a simple collection of works from wannabe Authors.

Now, it's annoying for cases like Solo Leveling Ragnarok, where the previous story is already in the database, or for the Manhwas, which are almost never printed, but that's how it is. (Note that MAL changed their rules for Manhwas not too long ago, and now consider a few well known online publishing platforms to be professional companies too.)
