What if Setsuna stayed in Japan?

Would Setsuna end up with Makoto?

An idea I had that seemed rather fun is Setsuna ending up with Makoto had she never left.
Once Makoto joined the committee and had more opportunities to spend time with Setsuna, it appeared they were becoming good friends. It is made clear that she has feelings for Makoto, so do you think Makoto would have developed feelings as well if she never left?

First of all, Setsuna initially developed feelings for Makoto at the entrance ceremony where she was being harassed by a couple of students. Makoto had the courage and was bold enough to step in and stand up for her. He also complimented her and was willing to vote for her to run as student council.
since that event, both Sekai and Setsuna developed a crush on Makoto.

The reason Sekai departed to Paris was that her mother received a promotion and accepted the offer to work in Paris. her mother was actually in competition with Sekai's mother as they worked at the same company where in the anime it was shown Kiora Setsuna being transferred.

in the visual novel, there is a route where Sekai's mother was granted the opportunity to transfer to Paris where the route diverges to 2 different endings. Sekai announces to Makoto that she will migrate to Paris where Sekai questions Makoto whether he will miss her and continue to love her. Makoto responds by saying:
1) Makoto agrees to continue to reciprocate feelings to Sekai even if it will be long distance. Setsuna does attempt to take Makoto for herself but does not out of respect for Sekai who wanted to continue the relationship long distance.
2) Makoto is not willing to have a long distance relationship so Sekai pleads with her mother to reside in Japan where her mother rejects the promotion, allowing Kiora's mother to receive it instead so Kiora transfers over to Paris.

You should seriously consider playing school days Hq, this was only 2 endings that I briefly explained above.
if you want to search up the endings for extra info, 1 is "goodbye sekai'"and 2 is "setsuna's feelings".
