How did the Gantz anime get rated 16+ in Brazil despite the graphic content?

It's really odd that the Gantz anime got a 16+ in Brazil despite the gory violence, near porn level sexual content and highly dark tone. In fact some tamer anime are given an 18+ but for some reason this gets a 16+

the anime no where near as explicit as the manga lol.

but I guess in Brazil maybe they're more hands off compared to other countries?

Bro, I don't care, nobody cares if the age restriction was set wrong, especially because people circumvent this restriction. And also this anime is no longer available on official media with the Brazilian dubbing, which by the way is very good, lol, "teacher, kurono has a hard dick" - Brazil dub.

Brazil has carnival and a high crime rate. Those kids have seen way worse than Gantz by the time they are 10.

This is because in Brazil, we are used to seeing brutal things from an early age! like in Brazil GTA is for +18 like all other countries, but almost all Brazilian children already play this game and no one cares! in circles that ignore age restrictions sometimes, Here in Brazil, anyone over 16 can now watch content related to drugs, violence and even erotic content (but of course not too exaggerated!) including here in Brazil (I don't know if this only happens here) unfortunately many young people end up getting pregnant very early, like around 15 years old (not all) and all these girls get involved with crazy people over 20 years old , this is a crime in Brazil, but these bastards are a retarded bunch who only think about sex!

bro, I don't know if you're Brazilian, but it's not like that, the heaviest crimes happen in Rio de Janeiro, but Brazil has more states besides Rio and São Paulo, and in the other states of Brazil, not like that! I myself am from the northeast region of Brazil and have never witnessed a crime
