So what exactly did Shinji's father say to Akagi Ritsuko before

to which she replies "Liar"?

It may sound stupid, but I'm really curious.

I don't think. there is a official statement saying what it was that it was said.

However, there are theories. The one I personally believe is, since they were in a relationship much like he was with her mother, Gendo probably said 'I truly loved you.' or something in that area.

To which the response 'Liar' is a appropriate one since she probably already knew that he was just using her like, once again, he did with her mom.

This is what I think but I'm far from someone who searched a lot about these things of the Evangelion franchise.

My interpretation is that he said “I always needed you” as it lines up with what Maya’s transition guide (which took the form of Ritsuko) typed on her laptop; the fact that Ritsuko says in instrumentality that it feels good to be needed, even if only for our bodies; and finally the fact that the final title card is “I need you.”. The necessity of interpersonal connections is a big theme of Evangelion and is what ultimately convinces Shinji to reject instrumentality.

I think Ritsuko calls him a liar because she briefly considered the idea of Gendo needing her, before thinking back to when he sent her to be probed and humiliated by SEELE in Rei’s place.

He told her that he needed her, since "I need you" is a recurring phrase throughout the film and ties into the core themes of codependency and human connection. Either that or he told her he loved her, which is close enough.
