Does the new Oregairu Zoku OVA take place before or after the last episode of season 2?

If the new OVA takes place after the ending of season 2, it would be saying quite a bit about their current relationship right? But I was thinking that it might just be set somewhere in between when Iroha gets elected president and the last episode/the fight the three have.

Before the ending. When season two ended it finished adapting the 12 volume of the LN series. The OVA covered volume 10.5

You mean the end of volume 11. Volume 12 hasn't come out yet.

It takes place between episodes 11 and 12, so you just can think about it as episode 11.5.
