Guess, what the film: a good cop, which does not accept the existing public system of control, is investigating a series of immoral and outrageous crimes. His opponent is silver haired, smart, malicious and loves books. If the heroes are men, so this is a Psycho-Pass, if it's women, so you watch Harmony.

Both animes raise the theme of suicidal morality as an entrance to harmony.

Both have advanced medical and technological themes and both deal with the alteration of the human conscience.

After completing Harmony, first thing that came into my mind was, "Have i saw something like this before?" Immedietly GitS blinked infront of my eyes. They both have same idea of "What's mean to be human, to have his own not affected thinking" Dystopian-cyberpunk setting and really strong woman main characters that doesn't just give up.

both is set in a futuristic utopia. Both main characters are dissatisfied in their "perfect" lives and tries to solve a problem in their society. The art direction and animation in both works are very well done, although harmony is done better as it is a movie. If you like watching sci fi utopia/dystopian anime with philosophical and psychological undertones, you will like harmony.

Both have strong leading female MCs have a childhood in which both MCs involve themselves in some form of rebellion against the "utopian" society they exist in before giving themselves over to it in adulthood. Until something draws them away from it, in both cases that something being a love, thought to have been dead since childhood & the curiosity that comes along with reconnecting to the person who once promised something better, something more, than what theyve settled for in the meantime. Firstly the art is very similar between both series ... Specially the female character designs.."Harmony" got really beautiful art i must say .. & both series deal with heavy sci-fi plot & some health issues ... When i was watching "Harmony" , it was giving me the vibes of " Guilty crown " .. So i found them kinda similar ..

The underlying themes are similar. A global system that totally controls behavior of individuals in a futuristic town depicted in a quite elaborate sci-fi fashion. An attempt to dissect the eternal dilemma of happiness vs free will. A happiness that is nurtured/enforced by the system in order to prevent the basic barbaric instincts of human race from instigating suicidal wars.   Pacing-wise, the two movies start off with a cool action sequence involving the heroine and while Harmony becomes a somewhat philosophical contemplation woven around an investigation by a Helix inspector (the heroine) Appleseed keeps being more action-packed.

Both being very philosophical movies which are heavily focused on themes of human/society evolution and how the individuality of a person fits or not fit in a evolving society. Many similarities in themes but taking very DIFFERENT approaches. Of course SEL is way more mindfucking than Harmony but they both have a unique feeling of the setting which really portrays the world/society.

Similar visuals: abundant usage of 3d graphics. Similar setting: technological utopia and third world outside of it. Similar heroine: high-ranking government official.
